Inspect the source orientation
A scanned page can be readable only after turning your phone sideways. Before editing, identify whether every page needs the same rotation or only a few do. This avoids correcting one page while turning another the wrong way.
Use the available controls
Open Organize PDF pages and choose the PDF. Set the page selection and rotation. The rotation applies to the selected output pages; this is not a visual drag-and-drop editor with a separate rotation handle for every page.
Work carefully with mixed orientations
If pages need different treatment, extract and prepare appropriate copies, then merge them in the correct order. Keep a complete original and check all intermediate page counts. For a simple same-angle correction, one operation is enough.
Verify the final file
Read it from the first page to the last. Confirm that nothing was excluded unintentionally and that text is upright. Keep digitally signed originals because page changes should not be assumed to preserve validation.
